He read all the files before he hit the ground in Germany so he knew who Tony Stark was before they even met and he felt that same pull, but he just lost everyone he cared about to seventy years in the ice. He wasn't ready for a relationship. He watched the man because it was impossible for him not to when he was making himself the center of attention.

No name on the arm wasn't unheard of and especially now but Steve was using that to his advantage to try to get rid of the man.
